The recommendation sounds surprising only if cashless and resilient are treated as synonyms. Sweden's payment system is highly digital, so an outage in electricity, data communication, a bank or a card network can affect many purchases at once. The Riksbank's answer is not to abandon digital payment, but to make the wallet plural.
The recommendation is a system, not one banknote
One thousand should look like change, not a trophy note
The useful version might combine 20-, 50-, 100- and 200-kronor notes rather than one grey-brown 1,000. A merchant that accepts cash may still decline a very large denomination, and exact change can be difficult during a disruption. Mixed smaller notes distribute the same value across more possible purchases.
Two cards should fail differently
The physical card and PIN have returned to the plan
Sweden's offline-card work for essential goods is designed around physical payment cards and their PINs. A phone wallet may not reproduce that fallback. Carry the actual card, remember its PIN and avoid storing both backup cards in the same phone case or bag.
A visitor can borrow the pattern without carrying the full amount
The SEK 1,000 figure is intended for Swedish households preparing for disruption, not a rule that every tourist should keep that much in a pocket. Length of stay, prepaid accommodation and personal security all matter. Even SEK 200-500 in small notes can give a traveller one meal, local ride or pharmacy purchase outside the primary payment path.
Cash backup only works where cash has a doorway
Since July 2026, staffed food shops and pharmacies have a defined cash obligation with exceptions and limits. Many other businesses can still be cash-free. Use the reserve for eligible or clearly cash-accepting places rather than assuming every terminal failure turns every restaurant into a cash counter.
Preparedness includes using the tools before they are urgent
Check both cards work in Sweden, know their foreign-use settings and issuer phone numbers, make one small cash purchase where accepted and keep the notes recognisable. A backup method first tested during an outage is only a theory.
The advice may evolve as offline payments expand
The Riksbank and payment-market participants targeted broader offline card capability for essential goods by 1 July 2026. Implementation can vary by issuer, network and merchant technology. Keep the mixed wallet even when a supermarket advertises offline capability, and recheck current Riksbank guidance before a longer stay.
