The Riviera Refund Trail

Monaco is outside the EU, but its tax-free shopping follows the French VAT departure ritual: qualifying visitor, participating shop, export form and final customs validation.

Monaco applies VAT in close alignment with France and offers tax-free purchases to qualifying visitors who live outside the European Union. The refund is not an automatic discount at every till; it is a chain of documents that starts before payment and ends when the goods leave the EU VAT area.

The quick answer Ask the Monaco shop whether it participates before buying. Under the French PABLO process, qualifying purchases must exceed EUR 100 including VAT in one shop on one day. The shopper must be an eligible non-EU resident, carry the goods personally and validate the tax-free form at the final EU departure point within the required export period.

Goods + form + customs validation

Residence matters more than passport colour

French customs frames eligibility around habitual residence outside the EU, with additional conditions. Carry proof of residence and travel dates rather than assuming nationality alone answers the question.

One expensive day is easier than several small ones

The current PABLO threshold is more than EUR 100 including VAT in the same store on the same day. Purchases from unrelated boutiques do not automatically merge into one qualifying receipt.

Ask before the card reaches the terminal

The retailer must prepare the tax-free sales document. A normal receipt discovered at the airport is not the same thing, so confirm participation, refund method and administration charge before paying.

Keep the goods available for inspection

Customs may ask to see both the goods and documents. Pack refund purchases where they remain accessible before checked luggage disappears, and do not begin using consumable items during the trip.

The final EU exit controls the ending

A flight connection inside the EU usually means validation at the point where the goods actually leave the EU customs journey. Check the route, terminal and opening arrangements early enough that a queue does not erase the refund.
